Hunger: In search of the big picture In our work in development

Ouadougou.  I began this month’s column in Ouagadougou, Burkina Faso. How come I am here? Well, the government here is in the process of finalising guidelines for ministries to prepare their next mid-term plans. Demonstrating real vision, the government wants to make sure that the cross-cutting issues of gender, the environment, and human rights, are incorporated in these plans. In the area of human rights, they requested the help of an external consultant. The local UNICEF office was approached to find a francophone consultant. And this is how I became involved. I cannot yet tell how much the issues of macro- and micro-causes and of political, economic, and social determinants of ill-health and malnutrition will be taken up in the work I am doing right now here. But I am sure working hard on it… So see what follows.

EU aid for Africa ends up in tax havens, watchdog claims

Claims that hundreds of millions of pounds of EU aid for Africa is being handed over to banks and private equity funds and then funnelled into tax havens

Hundreds of millions of pounds of European Union aid to help the poor in Africa is being handed over without public scrutiny to banks and private equity companies and funnelled into tax havens, a new report claims.

Counter Balance, a group of non-government organisations, has investigated the €1.1bn (£932m) of annual aid from the taxpayer-funded European Investment Bank to Africa and the Caribbean. It alleges that the cash disappeared into African banks, a Luxembourg tax haven and a Nigerian bank whose managing director was under investigation for fraud.

The EIB is able to borrow billions on the markets to fund the aid because it has a triple AAA credit rating. This means Britain and other leading EU economies are underwriting its loans and there is now concern, following the Irish financial crisis, that there could be problems with its lending to Africa.

The report claims that:

•A €50m loan was given to the Intercontinental Bank of Nigeria in 2007 when the MD was under investigation by Nigeria's economic and financial crimes commission – the equivalent of Britain's Serious Fraud Office. The bank was bailed out by the state less than two years later.

•A €15m loan to the National Bank of Malawi was publicised on the EIB's website but never made. The bank thought the EIB had given it to NBS Bank in Malawi — but it had not. It has now "inexplicably" ended up at First Merchant Bank in Malawi, but only €2.8m has been handed out.

• A €7m loan for Gabon and a €5m loan to Rwanda granted more than a year ago have still not been spent.

• Some 60% of EIB's investment in private equity funds for Africa – some €125m – is in one African country, Mauritius, where according to the EIB "the comprehensive regulatory framework favours private sector development".

• Another €4m in private equity investment destined for Angola was given to a company based in Delaware but registered in Luxembourg, a tax haven. Another firm registered in Luxembourg handled a €5m investment for Cameroon and Chad.

The report condemns the EIB for lack of checks and failure to make public what is happening to the cash. "The bank provides next to no information on where this money ends up. This is compounded by the EIB's rigorous protection of its clients' commercial confidentiality as well as the interest of the latter to protect the confidentiality of the ultimate clients benefitting from the loans."

The EIB said the bank had "exemplary transparency and accountability standards". It said: "Working with African financial institutions allows the EIB to pass on specific sector understanding, banking best practice and ensures more effective lending and cheaper financial support for local companies."

The spokesman said that information was held back for commercial reasons. " No bank in the world would release all this information about its clients," he said.

The EIB admitted that there had been confusion about which bank in Malawi had received its cash but said that "we like to spread the money around to different banks".

St. Louis singled out on top of Biggest risk Places listing

Each year the CQ Press “Most Hazardous Cities” list is bound to ruffle some feathers. The most dangerous area in The United States is St. Louis. Last year's top city, Camden, N.J., was relegated to runner up. The CQ most dangerous places list attracts much criticism, however the business insists the ratings have a constructive affect.

What exactly are probably the most unsafe places in the United states?

St. Louis reached the top of the CQ most dangerous places in 2009 after being number 2 behind Camden the year before. Detroit, Mich., was number three, followed by neighboring Flint. Then there is Oakland CA. It came in fifth place. Cities within the United States of America are compared based on violent crimes by CQ Press. Auto theft, burglary, aggravated assault, murder, rape and robbery are all included in this list. There are 2,070.1 chaotic offences per 100,000 individuals in St. Louis according to the 2009 survey. The national average within the survey is 429.4. 18 points ahead of Detroit was Camden which was also seven points behind St. Louis.

Chaotic crime data criticized

Probably the most unsafe cities are rated by CQ Press. FBI criminal offense data has to be used for this. The methodology of the survey is something that the Associated Press reports city officials and criminologists question. Putting out probably the most dangerous cities list is not very responsible. This is the opinion of the St. Louis Police Department accounts the AP. The AP was also able to speak with the FBI’s Uniform Crime Reporting Program unit chief, Greg Scarbro, who said that ratings like this from Federal Bureau of Investigation data is something that the Federal Bureau of Investigation does not approve of. A spokesman for the mayor's office in St. Louis said criminal offense has gone down each year since 2007. The Philadelphia Daily News spoke with Camden Mayor Dana Redd. She said that the CQ only released the report “for the sake of making a buck” as it was a “flawed” report.

CQ safest cities list

In contrast to probably the most unsafe places, CQ Press named El Paso, Texas, a border area with raging Mexican drug violence right next door, as the most secure of all places of its size in the U.S. The 2nd most secure was Honolulu. Third most secure was given to New York City. El Paso had only been up to second and 3rd on the CQ most secure places report which makes this the first time it has come first.

Countless numbers deceased in Haitian cholera episode

A cholera episode outside Part-au-Prince has been confirmed. The outbreak has infected over 1,500 individuals. This is, in short, a really large outbreak. This episode has many causes. Many could perish from Cholera outbreak

Confirmation on a disease outbreak in Saint-Marc is something many are waiting to hear. Medical officials have been waiting a week for the news. The diarrhea, vomiting and dehydration caused by the cholera bacteria could be fatal, especially for kids and the elderly. Local hospitals are entirely overwhelmed by the cholera outbreak. One hospital set up emergency care for cholera victims in the parking lot however had to move them inside when it started to rain. The strategy of delivering patients to hospitals with more room does not work really well ever since the cholera outbreak is so huge right now. There are thousands infected while 168 individuals have already passed away.

Hundred years passed before cholera episode in Haiti occurs once again

The World Health Organization has confirmed that the Haitian cholera episode is the first in Haiti in more than 100 years. Cholera is most often transmitted via drinking dirty water. Some victims of the cholera outbreak are saying that they drank only purchased, purified water. Either way, WHO officials are tracking down what they believe to be the source of the outbreak. Treatment of cholera fast is necessary since one can die within four hrs of getting cholera if that person is healthy.

Giving Haiti airlift materials for cholera

Several medical and humanitarian groups have already begun organizing airlifts of supplies to Haiti. Cholera is likely to hit the camps of earthquake survivors as they are densely populated. The country is getting a lot of antibiotics, rehydration salts and saline drips. There isn't much of a sanitation and vaccination structure in Haiti. This makes treating the disease much harder to do. Sanitation within earthquake surviving groups is necessary. That is the only way to control the cholera outbreaks.

Requesting your earnest support for the detained 43 health workers in the Philippines

 Dear colleagues at the People's Health Movement,

I have shared with you in Moratuwa the plight of the 43 health workers who were illegally arrested and tortured and are still detained. Much have happened since then. The two pregnant women have given birth and are now under hospital arrest (the court gave them 3 months each to be able to breastfeed their babies because they are not allowed to bring the babies inside the prisons). The secretary of the Philippines' Department of Justice has reviewed the case and has sent the department's recommendation to the country's president (Pres Benigno Aquino III). We trust that the department's recommendation will lead to the withdrawal of the cases against the health workers thus resulting in their unconditional release. However, a month has passed since the president received the recommendations, still there is no action taken by the president, eventhough the president had made a public statement that there are irregularities in the manner of the 43's arrest and that any evidence obtained thereafter are 'fruits of the poisonous tree'. It is now in the hands of the president whether the 43 health workers will be released the soonest possible time. Many organizations all over the world (including PHM) have joined the call for the release of the 43, and this has pressured our government to take action; and now that the fight has gone this far, we need your support more than ever.

In connection with this, i am humbly asking all of you to show your support in our call to release the 43 health workers. We are to publish an 'advertisement/message' in a major newspaper here in the Philippines calling for the President to immediately act on the withdrawal of the cases against the 43, henceforth, their release. it will be highly appreciated if you can join us in this call. If you agree, your name will be included in the 'advertisement/message'. 

You can do this by reading the attached file (this is the message that will be printed out in the newspaper due to be released at the end of November). If you agree with it, you can 'sign' it by sending me an email stating your name, your organization and country. We hope to receive your response by Nov. 16.

Melinda Gates wants the Non-profit sector to emulate Coca-Cola! In a presentation she praised Coke for their innovative techniques and ability to develop local entrepreneurs. She wants governments and NGOs to follow the same path in their work against HIV& AIDS or on safe motherhood. 

Her speech brings forth the true nature of philanthro-capitalism which aims to skirt the wrong doings of the big business under the false notion of social responsibility. It uses the platforms of development to promote big brands. It uses non-profits to enter into difficult terrains and make profits. Their tactic is quite innovative in deed!

Naturally, the brutal history of the likes of Coke in destroying livelihoods of millions of people and pushing them to poverty and destitution, their exploitation of natural resources world over and especially in the developing world would be conveniently ignored in Melinda's speech!
