Closer monitoring of the state of HR planning for health systems in poor countries
The agreement by donors to help fund the recurrent salary costs of public sector health workers in Malawi should be replicated in other poor countries
Closer monitoring of health worker salary differentials between the public, non-government and private sectors
Create new and innovative global financing strategies to assist with the funding of health care systems
Establish a Global Fund for Health Systems to help fund the core human and physical infrastructure of health care systems in those countries that spend at least 15% of government revenue on the health sector but still fall short of the funds required to provide an essential health care package
